He was born at Swainston Manor〔A country estate totalling 8,800 acres.〕 in West Wight on 31 August 1850〔Who was Who,1897-1915(Vol1): London,A&C.Black,1987 ISBN 978-0-7136-2670-4〕 and succeeded his father, the 3rd baronet, in 1870. He served in the Ensign Rifle Brigade until he married Isabella Dutton in 1872.〔The marriage was childless.〕 In 1880 he became private secretary to the Rt Hon John Bright, MP, and entered parliament himself in 1895 as a Liberal Unionist.
